A national political adviser has called on the government to utilize experts attracted to China through overseas recruitment programs to help foster homegrown talent, as the country seeks innovation-driven development.
Wang Pu, a professor at Beijing University of Technology, returned to China after spending more than 10 years honing his knowledge and skills in Australia and the United Kingdom.
"Since I came back, I have fostered a group of students who have the ability and mindset to innovate, and I have also helped them build self-confidence," he said. "That"s my greatest contribution to society."
Wang, a member of the 13th National Committee of the Chinese People"s Political Consultative Conference, was speaking on the sidelines of the advisory body"s annual session in Beijing.
The academic, who specializes in high-power fiber lasers, received a doctorate from Australia"s Macquarie University and worked at Southampton University"s Optoelectronics Research Centre in the UK before moving back to China in 2009.
He was recruited through the Recruitment Program of Global Experts, better known as the Thousand Talents Plan, which was launched by the central government in 2008 to encourage high-level Chinese talent studying or working overseas to return home.
"After 10 years of development, the mission of the Thousand Talents Plan should focus on fostering China"s next generation of talent," Wang said.
"In the past, the program was dedicated to attracting talented overseas Chinese who have mastered core technologies, but now it has reached a transition point, which I believe should highlight the fostering and development of talent."
He said people recruited through the program who bring cutting-edge technologies will likely want to live in major cities and work at top universities with better facilities, equipment and laboratories.
"But the geographical distribution of talent could be more diverse if the program is aimed at fostering talent," he said.
As a beneficiary, Wang hailed the recruitment program for providing China with innovative talent, young professionals and foreign experts, which in turn has significantly improved the nation"s level of scientific research.
Wang"s field of expertise, high-power fiber lasers, can be used in many stages in the manufacture of communications, computer and consumer products, such as iPhones.
"By developing our own technology, we have reduced the cost of fiber laser marking machines from 120,000 yuan ($19,000) - the price for importing the equipment - to less than 10,000 yuan for a domestically made product," he said.black rubber wristbands wristbands com custom wristbands fabric wristbands custom wristbands
